Senior Program Officer – Survey Coordinator at Results for Development

A survey coordinator will be seconded with GFF by R4D, as a part of R4D’s support to the GFF to scale its FASTR rapid-cycle analytics and data use initiative. The survey expert will work within the existing GFF country engagement model to support the GFF’s growing portfolio of health surveys in GFF partner countries and will play a critical role in the operational scaling of these approaches across countries and toolsets.
 
More specifically, through this secondment program, this position will provide operational leadership, oversight, and coordination on FASTR’s phone survey portfolio, which includes health facility surveys, household surveys, and patient exit interviews. This will include (1) leadership on phone survey management and operations, (2) leading the scale-up and operationalization of GFF-supported surveys across multiple countries in Africa and Asia, (3) technical management and oversight on survey administration to a growing team supporting survey data collection and analysis across the GFF Secretariat, countries, and other partners, and 4) coordinate validation studies, linkages with in-person surveys, and triangulation of data from phone surveys with other data sources.
 
The successful candidate will:
(i)   Play an overarching project management and operational role across FASTR’s survey approaches (including health facility phone surveys, household phone surveys, patient exit interviews, and other survey activities as requested by countries) to ensure high-quality implementation of activities.
(ii)  Provide technical assistance on survey implementation, data collection, and quality assurance to government health agencies, country partners, survey firms, and in-country consultants.
(iii) Lead the scale up and refinement of the GFF’s existing phone survey tools and approaches and codify them into manuals, operational guidance, capacity building materials, and other documents for wider use. 
(iv)  Represent the FASTR portfolio internally and externally to relevant partners, especially focused on survey coordination and operations.

Research Associate on the Internet and Technology Research Team

Position Summary

Pew Research Center is hiring for a Research Associate on the Internet and Technology research team,
which produces reports exploring the impact of the internet and technology on families, communities,
work and home, daily life, education, health care, and civic and political life. Candidates will be considered
for a Senior Researcher level position based on skill level and amount of experience.
In this position, the Center is particularly interested in candidates who are immersed in digital life,
understanding the emergent social and political activities that occur on social media and in other text- and
voice-based interfaces. Key topics include: technology use, social media, mobile connectivity, and
digitally-relevant policy issues such as privacy, cybersecurity and harassment.
This position will work primarily on surveys and with survey data. Fluency with survey processes and
sophisticated statistical methods are core components of the job. At the same time, candidates who are
familiar with other methodologies, such as content analysis and computational social science, will also be
valued.

The Research Associate contributes to all aspects of the research including questionnaire design,
management of data collection, statistical analysis, data visualization and reporting. Responsibilities
include managing research projects, conducting background research and statistical analysis, writing and
editing research reports, producing charts and tables and fact-checking research products. This position
works closely with other researchers on staff and reports to the Associate Director for Research.

Primary Responsibilities:

Survey design and questionnaire development

Project Planning and Management

  •  Map out steps in projects
  •    Allocate resources and staff time to best meet project objectives
  •    Set and adhere to deadlines and deliverables
  •    Working with vendors to oversee work progress and performance
  •    Collaborate with other teams at Pew Research Center

Education/Training/Experience

  • BA required, advanced degree preferred. 5-9 years of research experience, with at least 3-5 years of specialized research and analysis experience expected. Often includes significant graduate training at the PhD level or equivalent experience in an applied setting.
  • To be considered for a Senior Researcher level position, 10+ years of research experience is expected.
  • Proven experience in undertaking questionnaire development
  • Familiarity and experience with a range of statistical techniques, including multiple regression analysis.

Knowledge and Skill Requirements

  • Background in best practices in survey questionnaire development and testing
  • Background in internet and technology topics — at the policy level and the level of being observant of digital life activities, trends, and emergent technologies
  • Quantitative skills, including an ability to use SPSS, R or other statistical programs to organize and analyze large amounts of data
  • Data science/computational social science skills are a plus
  • Strong verbal and written communications skills
  • Ability to balance multiple projects and meet tight deadlines while ensuring accuracy in data management, fact checking and research
  • Attention to detail, including exacting standards to maintain accuracy and impartiality in all work products
  • Editorial judgment and proven ability to communicate research results clearly and concisely in both verbal and written form
  • Demonstrated skills in project development and management
  • Ability to work collaboratively and collegially with other team members, as well as with staff from other Pew Research Center teams and outside organizations

FLSA Status: Exempt
A Research Associate position typically starts at $93,000 per year. A Senior Researcher position typically
starts at $120,000 per year.

Location

Pew Research Center staff may work virtually from remote locations up to three days in a standard work
week. Staff are required to be present in the Center’s Washington, D.C., office on two core days weekly
(Tues. and Wed.).
